Recent Actions

December 13, 2022 - Harris County Commissioners Court approved a $6,461,601 agreement with an engineering firm for the construction of Package 1 repairs in the Barker Reservoir Watershed.

October 25, 2022 – Harris County Commissioners Court received documentation for consideration regarding advertisement of repairs (Package 1) on behalf of the Flood Control District.

November 9, 2021 – Harris County Commissioners Court approved a 13-calendar-day extension and $8,937 construction contract increase in support of this project.

November 9, 2021 – Harris County Commissioners Court authorized $149,460 for materials engineering and testing services in support of this project.

August 10, 2021 – Harris County Commissioners Court authorized negotiations with an engineering firm for materials engineering and testing services in connection with Barker watershed repairs

July 20, 2021 - Harris County Commissioners Court authorized a change in construction contract for the Barker Reservoir sediment removal program, package 1, resulting in a decrease of $13.

May 19, 2020 - Harris County Commissioners Court approved updates to project details in the 2018 Bond Program List. Update includes reallocation of $10M in funds from this project to Bond ID F-53 due to updated construction estimates. Additionally, a $3,179,423 agreement was authorized for design, bidding, and construction phase engineering services for this project and a $5,089,579 contract was awarded for sediment removal in support of this project.

February 25, 2020 – Harris County Commissioners Court approved this project to advertise for construction bids. 

December 4, 2018 - Harris County Commissioners Court approved a $3,556,000 agreement with an engineering firm for final design of this project.

Project Description

The Harris County Flood Control District has begun a major investigation of the current condition and capacity of all 13 channels for which it has property rights – approximately 20 linear miles within Harris County – that flow into the Barker Reservoir.

The goal of this project, funded by the 2018 Bond Program, is to assess and repair impacts from recent flood events on channels that carry stormwater into the federal reservoir and ensure these channels are functioning at design capacity as they carry stormwater out of surrounding neighborhoods into the federal reservoir. The project is limited to channels within Harris County and for which the Flood Control District has property rights. Rainfall within the 126-square-mile Barker Reservoir watershed drains along 47 miles of open streams, including Mason Creek (T101-00-00) and Upper Buffalo Bayou (T100-00-00).

Bond Project F-52 is a “Local Only” bond project, which means there is no other funding partner at this time and total project costs would be paid with bond funding. Total allocation for this multi-stage project is currently $30 million on the Bond Project List.

This rehabilitation of channels upstream of the Barker Reservoir follows a successful pilot project begun in 2018 by the Flood Control District to remove sediment from four channels near Addicks Reservoir and to restore them to their design capacity. Results of the pilot project are being used to guide on-going procedures and budgeting for the wider effort in both the Barker Reservoir and Addicks Reservoir watersheds. The actual cost per mile of channel de-silted and repaired is being calculated and will be used to evaluate, plan and budget for continued work on the 13 Barker Reservoir watershed channels, using funds from the 2018 Bond Program.

Repair Package Description

This repair package will repair channels where erosion and slope failures have occurred within the Flood Control District right-of-way and/or within the channel itself. Repairs also include concrete structures and storm outfall failures. Construction on this Repair Package is expected to begin in Winter 2022 and anticipated to complete in Winter 2023.

The scope of work for this project will take place along Mason Creek and a tributary of Buffalo Bayou. The repair project, Z100-00-00-X310, represents a combination of construction activities along one (1) channel and a single tributary.

DE-SILT PACKAGE DESCRIPTION

This package will remove accumulated sediment from Harris County stormwater channels that drain into the Barker Reservoir. Harris County Commissioners Court awarded $5,089,579.35 to the lowest bidder Texas Dewatering, LLC for this for the first de-silt package. This work is expected to remove approximately 174,650 cubic yards of silt from the channels.

Package De-Silt Areas

The construction project, Z100-00-00-X309, represents a combination of construction activities along two (2) channel and four (4) tributaries. The scope of work consists of excavation and off-site disposal along portions of Mason Creek, its tributary and a tributary of Buffalo Bayou channels. Sediment removal along a section of Dinner Creek located in the Addicks Reservoir watershed also was added to this De-Silt package.

Addicks and Barker reservoirs were built in west Harris County by the U.S. Army Corps of Engineers after disastrous floods of 1929 and 1935. They are designed to temporarily hold back stormwater and prevent damages along Buffalo Bayou, downtown Houston and the Port of Houston. Both reservoirs provide substantial storage capacity.

The Corps owns, operates, and maintains the reservoirs, including the operation of outlet facilities that control discharges from the reservoirs into Buffalo Bayou. Most Flood Control District easements end at the limits of the federal-owned land.

Crews remove the silt from Mason Creek near South Frye Road. Once dried, this silt will be removed from the project site allowing for greater capacity in the channel to carry stormwater to the Barker Reservoir.(11/2020)

This pedestrian bridge just to the west of South Frye Road is temporarily closed as crews work in the area to remove vegetation, silt, and other debris which impedes stormwater flow from Mason Creek into the Barker Reservoir. Once the project is completed, the channel will be returned to its original capacity, and bridges and trails in the area will be reopened. (11/18/2020)
