PROJECT DESCRIPTION

The Harris County Flood Control District completed the Cedar Bayou Flood Risk Reduction Study with funding from Texas Water Development Board grant in 2018. The study assessed the existing flood risks within the Cedar Bayou Watershed, evaluated potential drainage improvements aimed at reducing future flood risks, and recommended drainage improvements in the Q134-00-00 watershed.

The Harris County Flood Control District completed the Q134-00-00 Advanced Feasibility Study with funding from the 2018 Bond Program in 2020. The long-term proposed solutions outlined by the study are channel improvements to widen and/or deepen the Q134-00-00 and Q134-01-00 upstream, structural improvements to increase the capacity of existing bridges/culverts and one large regional stormwater detention basin, Q534-01-00 (approximately 216 acres in size and providing approximately 342 million gallons of storage volume). Implementation of the long-term proposed solution would be phased as funding becomes available, with the estimated total cost equaling roughly $49.1 million. Ultimate project benefits include more effective channel conveyance to contain future 100-year flows as well as the removal of the 500-year floodplain from 38 structures and the removal of the 500-year floodplain from approximately 557 acres.

The short-term recommendations to mitigate flooding are acquisition of right-of-way for future improvements and phase one construction of the regional stormwater detention basin. The proposed basin will be a 45-acre wet bottom basin and store up to 208 acre-feet of stormwater.

Starting in February 2022, the excavation of the regional stormwater detention basin, Q534-01-00, is under an E&R contract. The E&R contract, which lasts three years, will remove a maximum of 85,000 cubic yards of soil. By allowing a willing E&R contractor to appropriately use material excavated at the site, implementation of an E&R project reduces future construction and disposal costs compared with typical excavation, both of which are increasing across Harris County.

In May 2022, the Harris County Flood Control District completed the Preliminary Engineering Report, which validated and defined the short-term recommendations of the Cedar Bayou Flood Risk Reduction Study. The Harris County Flood Control District will begin detailed design of the basin in Spring 2023. After the completion of design, a construction contract will be awarded to complete excavation to that design, producing a fully functional stormwater detention basin.

Location

Q134-00-00 and its sub-tributary Q134-01-00 are unnamed tributaries near the northeastern corner of Harris County, bisected by F.M. 1960 and located just east of F.M. 2100.

Bond Project F-45 is a “Local Only” project, meaning that the project will be funded entirely from the 2018 Bond Program without any partner funding. The Bond Project List includes a total allocation for all stages and phases of this project of $22 million.
