January 10, 2023 – Harris County Commissioners Court authorized the Flood Control District to accept a $6,536,842 grant for the Blue Bell Stormwater Detention Basin, P518-21-00, from the Federal Emergency Management Agency, with a required match of $2,786,198.

October 25, 2022 – Harris County Commissioners Court authorized a joint funding agreement with Harris County for Aldine Mail Route Improvements in connection with this project.

October 25, 2022 – Harris County Commissioners Court approved the supplementation utilization of funds from the Harris County Flood Resilience Trust in the amount of $3,853,184, in support of this project.

September 27, 2022 - Harris County Commissioners Court approved a change in the construction contract resulting in an addition of 31 calendar days with no change to the contract amount.

September 13, 2022 – Harris County Commissioners Court approved a change to the construction contract, adding 36 calendar days and $900,250 to the contract amount.

April 26, 2022 – Harris County Commissioners Court approved a change in the construction contract for this project, adding 120 calendar days and $1,400,878 to the contract amount.

January 25, 2022 – Harris County Commissioners Court awarded a contract in the amount of $4,772,320 with an engineering firm for construction stage services in support of the P118-21-00 Drainage Improvements Phase II project.

January 25, 2022 – Harris County Commissioners Court authorized negotiation of an interlocal agreement between the Flood Control District and the Texas Department of Transportation to modify and maintain the P518-07-00 Stormwater Detention Basin as part of the P118-21-00 Drainage Improvements Phase II project.

January 4, 2022 – Harris County Commissioners Court authorized the acquisition of a 20-foot-wide tract of land in support of this project.

December 14, 2021 – Harris County Purchasing Agent has scheduled construction bidding for Phase 2 of this project.

June 8, 2021 – Harris County Commissioners Court awarded a $5,913,715 contract for construction of the P518-11-00 stormwater detention basin (Phase 1).

PROJECT DESCRIPTION

Bond Project C-25 will make channel conveyance improvements and construct a stormwater detention basin to reduce the risk of flooding by taking in excess stormwater during heavy rain events and then releasing it slowly back to the channel when the threat of flooding has passed. The stormwater detention basin will provide regional flood risk mitigation benefits and mitigate the increased stormwater flows coming from the improvements made through the two Harris County Engineering Department drainage improvement projects in the Western Homes subdivision and along Aldine Mail Route Road. This project is expected to remove approximately 59 acres from the Tributary P118-21-00 floodplain and 100 acres total across the watershed during a 100-year storm event.

The stormwater detention basin is anticipated to hold 180 acre-feet, or nearly 58.7 million gallons, of stormwater that might otherwise flood homes and businesses. The stormwater detention basin is designed to be a wet-bottom configuration with a vegetated shelf.

P518-07-00: Future site of proposed Stormwater Detention Basin expansion, currently managed by TxDOT.

North of the stormwater detention basin, Tributary P118-21-00 will be shifted west and enlarged to increase its capacity while limiting impacts to the surrounding community through the amount of right-of-way needed for construction. Along Aldine Mail Route Road and north of the road, the channel will be extended as a box culvert system to the Western Homes subdivision and will have a 140-foot top width and 15-foot depth.

This project is part the Watershed-Wide Project Implementation Program for Halls Bayou.

Location

This project is located along channel P118-21-00, from Halls Bayou to just north of Aldine Mail Route Road.

Stage

This project is in the CONSTRUCTION stage. Construction of the stormwater detention basin is expected to be complete during spring 2022 and the channel conveyance improvements are expected to be complete during fall 2022.

Bond Project Listing

Bond Project C-25 is a “Partnership” project. The Flood Control District received an approximately $9.5 million Community Development Block Grant for Disaster Recovery (CDBG-DR) grant for this project. Total allocation for this project is currently $20 million on the Bond Project List, of which approximately $14.6 million is partnership funding and $5.4 million is local funding.
