December 13, 2022 - Harris County Commissioners Court approved a change in the construction contract adding 28 calendar days with no change to the contract amount.

November 30, 2021 – Harris County Commissioners Court authorized an $615,018 agreement to provide preliminary engineering, final design, bidding and construction stage engineering services in support of this project.

October 12, 2021 – Harris County Commissioners Court approved a change order adding 81 calendar days and an addition of $264,036 to the construction contract amount.

June 8, 2021 – Harris County Commissioners Court authorized a change in contract with a construction company, adding 29 calendar days and resulting in no change to the construction contract amount.

May 19, 2020 – Harris County Commissioners Court approved updates to project details in the 2018 Bond Program List. Update corrects precinct details from Precinct 1 to Precinct 2; funding also adjusted based on CDBG-DR grant award values. Additionally, a $3,511,285 contract was awarded for construction of this project.

April 7, 2020 - Harris County Commissioners Court authorized to negotiate for materials engineering and testing services in support of excavations of stormwater detention basins and associated channel conveyance improvements.

March 27, 2020 - This project advertised for construction bids.

March 10, 2020 - Harris County Commissioners Court approved an agreement between Harris County Community Services and the Flood Control District authorizing the use of 2017 Community Development Block Grant Disaster Recovery Program funds in support of this project.

Additional project elements, including the P518-14-01 stormwater detention basin, were added in 2017 to an existing project to design the P518-10-00 stormwater detention basin as well as channel conveyance improvements to Tributary P118-14-00.

Project Description

Bond Project C-35 constructed channel conveyance improvements and a pair of stormwater detention basins to reduce the risk of flooding by taking in excess stormwater during heavy rain events and then releasing it slowly back to the channel when the threat of flooding has passed. Construction began in summer 2020. The stormwater detention basins are estimated to hold 200 acre-feet, or approximately 65 million gallons, of stormwater that might otherwise flood homes and businesses. To improve channel conveyance on Tributary P118-14-00, two additional 12’x10’ box culverts will be installed below Little York Road.

When the stormwater detention basins are coupled with the channel conveyance improvements, currently nearing completion, the project is expected to remove the floodplain from approximately 100 structures in a 100-year storm event.

This project is part the Watershed-Wide Project Implementation Program for Halls Bayou.

Location

Both stormwater detention basins are situated along Tributary P118-14-00, located between Highway 59 and Hirsch Road. The Hopper Stormwater Detention Basin is located just north of Hopper Road and the Little York Stormwater Detention Basin is located between Little York Road and Langley Road.

Stage

This project is in the CONSTRUCTION stage. Construction on the stormwater detention basins began in summer 2020 and completed in spring 2021. Channel conveyance improvements are currently in progress and are expected to complete in 2022.

Bond Project Listing

Bond Project C-35 is a “Partnership” project. The Flood Control District received an approximately $6.3 million Community Development Block Grant for Disaster Recovery (CDBG-DR) grant for this project. Total allocation for this project is currently $7.9 million, of which approximately $6.4 million is partnership funding and $1.5 million is local costs.
