Recent Action

January 10, 2023 – Harris County Commissioners Court authorized the Flood Control District to accept a $6,536,842 grant for the Blue Bell Stormwater Detention Basin, P518-21-00, from the Federal Emergency Management Agency, with a required match of $2,786,198.

June 14, 2022 – Harris County Commissioners Court authorized an application to the Texas Division of Emergency Management for the Halls Bayou HMGP-DR-4485-TX Program for grant funds in the amount of $1,379,955, with a required match of $459,985, in support of this project.

September 29, 2020 – Harris County Commissioners Court authorized the acquisition of a tract of land for this project.

PROJECT DESCRIPTION

This project (Project ID: P518-12-00-E001) will construct a dry-bottom, in-line stormwater detention basin and a wet-bottom, off-line stormwater detention basin to reduce the risk of flooding by holding excess stormwater during heavy rain events. When the project has been completed, the stormwater detention basins will hold approximately 229 additional acre-feet, or almost 75 million additional gallons, of stormwater storage in the Halls Bayou Watershed. All projects included within C-41 will make improvements to the main stem of Halls Bayou. 

 

This project is part of the Watershed-Wide Project Implementation Program for Halls Bayou. 

Location

The stormwater detention basins will be located along the northern bank of the main stem of Halls Bayou, just upstream of IH-45. Constituting 34 acres in area, the proposed project site is bounded by Blue Bell Road to the north, Halls Bayou to the south, Angie Lane to the west and IH-45 to the east.

This project is in the FEASIBILITY STUDY stage.

Bond Project Listing

Bond Project C-41 is a “Partnership” project. The Flood Control District received a Legislative Pre-Disaster Mitigation Grant from FEMA to conduct the feasibility study and pursue this project.

Public Information Session

A series of projects in the Halls Bayou watershed are included in two separate applications for federal funding through the Community Development Block Grant for Mitigation (CDBG-MIT) Program. The projects included are Bond Project IDs: C-01, C-23, C-24, C-26, C-28, C-30 and C-41. A virtual Public Information Session to discuss these projects was held on:
