PROJECT DESCRIPTION

This project (Project ID: P118-00-00-E007) will construct a regional stormwater detention basin along the main stem of Halls Bayou, near Keith Wiess Park and west of Aldine-Westfield Road, to reduce the risk of flooding by taking in excess stormwater during heavy rain events and then releasing it slowly back to the channel when the threat of flooding has passed.

As part of the preliminary engineering stage, the Flood Control District is evaluating various alternatives, including channel conveyance improvements and stormwater detention basins, to determine the optimal solution for reducing the risk of flooding in this area.

Phase 1 of this project, Bond Project C-25, will make channel conveyance improvements to Tributary P118-21-00 and a stormwater detention basin that will be incorporated into this project.

All projects included within C-41 will make improvements to the main stem of Halls Bayou.

This project is part the Watershed-Wide Project Implementation Program for Halls Bayou.

This project is currently in the ALTERNATIVES ANALYSIS phase of the PRELIMINARY ENGINEERING stage.

Bond Project Listing

Bond Project C-41 is a potential “Partnership” project. Total allocation for all projects listed under Bond Project C-41 is currently almost $155 million, of which approximately $151.1 million is partnership funding and approximately $3.5 million is local costs.

Specifically, for this project under Bond Project C-41, the Flood Control District applied to the Texas General Land Office for a Community Development Block Grant for Mitigation (CDBG-MIT) grant in October 2020 in the amount of approximately $14.7 million. If awarded, these funds will go towards Phase II of the project.

Public Information Session

A series of projects in the Halls Bayou watershed are included in two separate applications for federal funding through the Community Development Block Grant for Mitigation (CDBG-MIT) Program. The projects included are Bond Project IDs: C-01, C-23, C-24, C-26, C-28, C-30 and C-41. A virtual Public Information Session to discuss these projects was held on:
