Recent Actions

November 30, 2021 – Harris County Commissioners Court authorized an amendment to an agreement for professional engineering services in the amount of $300,000 for additional engineering analyses.

October 2021 - The channel erosion evaluation is complete and the recommended erosion spot repairs have progressed to the next phase for further considerations. Erosion spot repairs are localized repairs along a channel within Flood Control District right-of-way that are deemed critical. The task to determine potential flood risk reduction measures is still ongoing and is expected to be complete by summer 2022.

September 2020 – Areas impacted by flooding have been verified and causes of flooding have been identified. Channel erosion was observed, categorized, and documented following a detailed field reconnaissance. Pipelines have been surveyed and incorporated into the study models to evaluate their potential impact on channel drainage. This concluded the existing conditions analysis.

April 7, 2020 - Harris County Commissioners Court authorized $550,000 for engineering services for a feasibility study for this project.

January 7, 2020 – Harris County Commissioners Court authorized negotiations with an engineering firm for a feasibility study in support of this project.

December 17, 2019 - Harris County Commissioners Court authorized and initiated this project, beginning with a feasibility study.

PROJECT DESCRIPTION 

The Panther Creek Flood Risk Reduction Project’s limits are primarily located within the City of Galena Park and partly within the City of Houston and unincorporated Harris County. This project is in the feasibility stage of the project lifecycle. The purpose of the analysis is to evaluate channel erosion along Panther Creek and to recommend erosion spot repairs while also identifying potential short-term and long-term projects to reduce flood risk.

The erosion spot repairs have been identified and design of the repairs are underway. The Flood Control District is also exploring rights-of-way opportunities in the area.

The Panther Creek Flood Risk Reduction Project, CI-60, was added to the 2018 Bond Program based on community input.

Location

The Panther Creek Channel Conveyance Improvements project is in the San Jacinto River watershed and lies mostly within the City of Galena Park; however, a small portion of the project area is located in the City of Houston and Unincorporated Harris County.

The Harris County Flood Control District has a significant number of flood damage reduction projects occurring all over Harris County as part of its on-going Capital Improvement Program (CIP), Operations and Maintenance, and the 2018 Bond Program. A feasibility study is the first step of the project lifecycle where we explore study area concerns, investigate the causes behind the reported problems, and identify some potential solutions that are recommended for further exploration.

Every flood damage reduction project is unique. Yet each project begins and ends, with common and predictable milestones along the way. Whether a project moves forward – and how quickly – depends on many factors, including the availability of funding at each milestone, shifting community priorities for flood damage reduction, and other changing circumstances (such as the price of trees or concrete) from year to year.
