September 13, 2022 – Harris County Commissioners Court approved a change to the construction contract, adding $114,579 to the contract amount.

February 22, 2022 – Harris County Commissioners Court approved the award of a $9,732,379 contract for excavation of the South Shaver Stormwater Detention Basin.

February 8, 2022 – Harris County Commissioners Court authorized a $77,993 agreement for professional engineering services in support of a detention basin project.

PROJECT DESCRIPTION

The South Shaver Stormwater Detention Basin will be built by the Harris County Flood Control District on property owned by the Flood Control District to provide flood damage reduction benefits during heavy storms and to mitigate impacts of future public City of Houston drainage projects as appropriate.

The proposed stormwater detention basin project encompasses property located north of Hartsook Road and south of Wilson Memorial Park. The project site is bordered on the east by Galveston Road. Berry Bayou crosses through the middle of the project site.

This project is part of the 2018 Bond Program, and during the design stage of the project, community engagement meetings are being held for residents to learn about key elements of the project, give input, and have their questions answered.

The basin, which is measured in acre-feet, will provide approximately 420 acre-feet of stormwater detention storage or 136,857,420 gallons of stormwater. It will reduce the flood risk for properties downstream (which in this case is north) of the project area.

The Harris County Flood Control District also is supporting the efforts of the Harris County Precinct Two Commissioner’s office to develop plans for proposed recreational trails that will be incorporated into the stormwater detention basin once construction of the basin is complete. These trails will connect to existing trails in Wilson Memorial Park.

The project design will protect four existing wetlands located on the Flood Control District’s property. One of the wetlands will remain outside of the basin footprint, while the other three wetlands will remain in place within the basin.

A City of Houston utility pipeline will remain intact along the west perimeter of the proposed basin and a new road will be constructed by the City of Houston to provide access for maintenance of this pipeline, as well as, provide access to the rear grounds of Milstead Middle School.

The existing Witt Road owned by the City of Houston is not currently maintained and has been determined to be a safety hazard. To increase basin volume, the road will be removed and become part of the basin. The bridge which once connected Witt Road to Milstead Middle School has been secured and will be removed for safety reasons.
