August 11, 2020 – Harris County Commissioners Court approved $110,696 for the City of Houston and the Metropolitan Transit Authority of Harris County, Texas as a cost share for this project.

June 9, 2020 – Harris County Commissioners Court authorized the Flood Control District to negotiate agreements with the Texas Department of Transportation and Metropolitan Transit Authority for collaborative efforts in support of this project.

Project description

The City of Houston (COH), in partnership with Harris County Flood Control District and METRO, is conducting a preliminary engineering study to analyze alternatives for replacing the existing Clay Road bridge over Langham Creek with the goal to improve stormwater conveyance and reduce flooding risks in the area. Following the completion of the preliminary engineering study efforts, the COH, Flood Control District, and METRO will determine whether a beneficial project has been identified that can move into the design stage.

The Clay Road bridge is located in the Addicks Reservoir watershed and crosses over Langham Creek between Highway 6 and North Eldridge Parkway in Northwest Harris County.

Langham Creek at Clay Road bridge has a history of flooding in the area, including most recently, during Hurricane Harvey in 2017 and the 2016 Tax Day Flood. This study will determine if and how much flow is being restricted by the Clay Road Bridge.

A Preliminary Engineering Report (PER) will recommend alternatives for replacing the existing Clay Road bridge. Preliminary engineering activities include collecting survey, geotechnical, and environmental field data, as well as studying which design alternatives will provide the most flood damage reduction benefit. The final PER was completed Fall 2021. Because of the minimal decrease in water surface elevations upstream of the Clay Road Bridge and the limited reduction in the number of flooded structures, the PER recommendation is not to proceed with improvements to the Clay Road Bridge at Langham Creek.
