Repair Package 1 Update: 3/7/2023

Construction was anticipated to begin in fall 2022, but due to delays with the contractor work began in January 2023. Construction work on Repair Package 1 (Project ID: Z100-00-00-X308) includes repairing channels where erosion and slope failures have occurred within the Flood Control District right-of-way and/or within the channel itself. Repairs also include concrete structures and stormwater outfall failures. Construction will occur along Langham Creek and Horsepen Creek in 15 channels and tributaries (see Repair Package 1 map). Residents will see construction activity and equipment in the impacted areas and are urged to respect all warning signs and avoid impacted trails as construction proceeds.

Recent Actions

January 10, 2023 – Harris County Commissioners Court authorized negotiations for materials engineering and testing services in connection with Addicks repairs Package 2.

June 28, 2022 – Harris County Commissioners Court awarded a $9,274,749 construction contract for the Addicks Watershed (Package 1) maintenance repair project.

April 26, 2022 – A project for maintenance repairs in the Addicks watershed (Package 1) has been scheduled for advertisement of construction bidding.

July 20, 2021 – Harris County Commissioners Court authorized an agreement to provide engineering and testing services in the amount of $200,670 in support of repairs for this project.

June 29, 2021 – Harris County Commissioners Court authorized a change in contract with no change to contract amount for this project.

March 30, 2021 – Harris County Commissioners Court authorized negotiations for materials engineering and testing services for the sediment removal program in the Addicks watershed.

January 5, 2021 - Harris County Commissioners Court authorized the addition of $20,996 to the contract amount in support of construction services for this project.

January 5, 2021 - Harris County Commissioners Court authorized the reduction of the contract amount by $445,861 in support of construction services for this project.

May 19, 2020 - Harris County Commissioners Court approved updates to project details in the 2018 Bond Program List. Update increases project funding amount by $10 million for the construction bid amount received from Bond ID F-52. Additionally, a $4,217,021 agreement was authorized with an engineering firm for design, bidding, and construction phase engineering services and $9,469 was added to an existing contract agreement with another engineering firm for this project.

April 28, 2020 – Harris County Commissioners Court approved an agreement with a community association for landscaping and maintenance of the property at 4711 Whispering Falls Drive.

April 7, 2020 – Harris County Commissioners Court approved $5,144,466 for engineering services for sediment removal.

February 2020 – Construction began on Package 1.

January 20, 2020 – Construction bids are due for Package 2, with project sites on Horsepen, Langham, Bear and South Mayde creeks.

January 7, 2020 – Harris County Commissioners Court awarded a $5.99 million contract for construction of Package 1, with project sites on Horsepen, Langham and South Mayde Creek.

October 8, 2019 – Harris County Commissioners Court approved the watershed rehabilitation project to advertise for construction bids.

PROGRAM DESCRIPTION

The goal of this program is to ensure channels are functioning at design capacity as they carry stormwater out of surrounding neighborhoods and into the federal reservoir.

The Addicks De-Silt and Repair program consists of multiple projects to evaluate, de-silt and repair channels for which the District has property rights that drain directly to the Addicks reservoir. This program will evaluate repair impacts and develop construction and maintenance plans, in coordination with the U.S. Army Corps of Engineers.

As a part of the Flood Control District’s overall maintenance operations, this program follows the Tax Day 2016 and Hurricane Harvey storms, which sent record levels of sediment-laden stormwater through the channels leading into the reservoir and caused severe erosion in some areas.

Project Location

The program includes channels within Harris County and for which the Flood Control District has property rights. Rainfall within the 138-square-mile Addicks Reservoir watershed drains along 159 miles of open waterways, including Langham Creek (U100-00-00), South Mayde Creek (U101-00-00), Bear Creek (U102-00-00), Horsepen Creek (U106-00-00), and its tributaries.

In January 2020, Harris County Commissioners Court awarded a $5.99 million construction contract for this first de-silt package. This work removed approximately 180,000 cubic yards of silt from the channels and was substantially completed by September 2020.

The images show channel U106-00-00-X056 from Barker Cypress Rd. through the section just North of Deputy Darren Goforth Dog Park. This section has been completed and seeded for turf establishment. The last two images are from Bear Creek as of October 2, 2020. The images show channel U102-01-00-X020 located south of Keith Harrow Rd. and east of Queenston Rd, which is just north of Addicks Reservoir. DE-SILT PACKAGE 2 DESCRIPTION

This package removed accumulated sediment from Harris County stormwater channels that drain into the Addicks Reservoir. In January 2020, construction bids opened for this second de-silt package. This work removed approximately 143,800 cubic yards of silt from the channels and was substantially completed by June 2021.

Package 2 De-Silt Areas

The construction project, Z100-00-00-X307, represented a combination of construction activities along seventeen (17) channels. The scope of work consisted of excavation and off-site disposal along the tributaries of Langham Creek, South Mayde Creek, Bear Creek, and Horsepen Creek. Sediment removal was also conducted on a section of Dinner Creek. While located in the Addicks Reservoir watershed, this segment was added through the construction package that primarily addresses channels in the Barker Reservoir watershed.

Addicks Desilt is in full swing! The Harris County Flood Control District is moving forward with our projects as quickly as possible, despite the pandemic situation we’re all experiencing. The Addicks de-silt work for Bond Project ID F-53 is an essential activity for our infrastructure and will continue toward completion.

South Mayde Creek as of March 25, 2020. Silt and debris removal from South Mayde Creek continues. This project will help restore South Mayde to its original design condition and improve drainage throughout the area. This photo was taken upstream of Greenhouse Road looking west to Heathergold Pedestrian Bridge.

PILOT PROJECT DESCRIPTION

This work effort began with a pilot project to remove sediment from four channels near Addicks Reservoir and to restore them to their design capacity, if found to be required. On January 30, 2018, Harris County Commissioners Court awarded a $13.32 million construction contract for the Addicks Desilt pilot project.

Results of the pilot project will be used to guide procedures and develop the budget for a wider effort in the Addicks Reservoir and Barker Reservoir watersheds. A goal of this effort is to determine a cost per mile of channel de-silted and repaired. This cost data will be used to plan the work and budget on the other 17 channels, using funds from the 2018 Bond Program.

The duration of the construction activities is 780 calendar days, which began on March 19, 2019.

Pilot Project Areas

The construction Project, Z100-00-00-X260, is used to combine the construction activities along the four (4) channels, included in the Pilot Project. The scope of work consists of sediment removal and erosion/slope repairs along the downstream limits of: Langham Creek (U100), Bear Creek (U102), Horsepen Creek (U106), and Langham Tributary (U107).
