Project Status Update – 3/27/2023

Regarding E100-00-00-E005 (FM1960 to Hollister), construction is underway! The notice to proceed and mobilization took place in mid-December and construction began in early January 2023. The construction contract for this segment allows for 420 calendar days. Trails within the project limits will remain closed for the duration of construction for safety of the public and construction personnel.

Regarding E100-00-00-E006 (Hollister to Cole Creek), the Harris County Flood Control District will advertise this segment for bids on March 31, 2023, under the new project ID E100-00-00-E007, which could allow for construction to begin in summer 2023. Trails within the project limits will remain closed until the construction of this segment is complete for safety of the public and construction personnel. In the interim, the Flood Control District will continue to manage maintenance concerns along project segment E100-00-00-E007, including mowing and illegal disposal issues.

December 13, 2022 - Harris County Commissioners Court approved a release and assignment of claims in the amount of $12,922,567 for construction services in support of Discrete Segment 104

November 29, 2022 – Harris County Commissioners Court approved a takeover agreement with a contractor’s surety in the amount of $8,399,718 in connection with this project.

February 8, 2022 – Harris County Commissioners Court authorized a change in the construction stage services contract for Discrete Segment 104, adding 36 calendar days and resulting in the addition of $69,552 to the contract amount.

February 8, 2022 – Harris County Commissioners Court authorized a change in the construction stage services contract for Discrete Segment 105, adding 58 calendar days and resulting in the addition of $155,553 to the contract amount.

February 8, 2022 – Harris County Commissioners Court authorized a $186,000 amendment to provide additional archeological and environmental consulting services in support of this project.

September 28, 2021 – Harris County Commissioners Court authorized the approval of a change in contract, adding 5 calendar days and resulting in an addition of $98,767 to the contract amount for construction stage services in support of this project.

September 28, 2021 – Harris County Commissioners Court authorized the approval of a change in contract, adding 65 calendar days and resulting in an addition of $241,549 to the contract amount for construction stage services in support of this project.

September 14, 2021 – Harris County Commissioners Court approved right of entry for ExxonMobil Pipeline Company to provide sediment removal and channel work along a pipeline in the project area.

June 29, 2021 – Harris County Commissioners Court authorized an additional $244,186 and 12 calendar days for construction of this project.

April 27, 2021 – Harris County Commissioners Court has approved the acquisiton of one tract of land in support of this project.

March 30, 2021 – Harris County Commissioners Court awarded a $12.9 million contract for construction of White Oak Bayou from Cole Creek to Hollister Road.

March 9, 2021– Harris County Commissioners Court authorized $306,450 for engineering services in support of the White Oak Bayou Federal Flood Damage Reduction Project from West Tidwell Road to FM 1960.

February 26, 2021 – Harris County Commissioners Court authorized to correct two authorizations to negotiate on the December 15, 2020 agenda and two agreements on the February 9, 2021, agenda in support of this project.

February 26, 2021 – Harris County Commissioners Court authorized an agreement for archeological and environmental services as needed in support of this project.

February 9, 2021 - Harris County Commissioners authorized an agreement of $75,000 for archeological and environmental consulting services in support of this project.

November 10, 2020 - Harris County Commissioners approved an additional $161,691 for engineering and related services in support of this project.

September 15, 2020 – Harris County Commissioners Court awarded a $20,574,645 contract for construction of channel modifications on White Oak Bayou from Hollister Road to FM 1960.

July 14, 2020 - Harris County Commissioners Court approved the advertisement for construction bids for this project.

June 30, 2020 - Harris County Commissioners Court approved a $499,700 agreement for materials engineering and testing services in support of this project.

June 6, 2020 – Harris County Commissioners Court authorized the purchase of seven tracts of land in support of this project.

June 1, 2020 – To make way for the future White Oak Bayou Federal Flood Damage Reduction Project, the Houston Parks Board relocated approximately 100 trees that would otherwise be impacted by future construction.

May 19, 2020 – Harris County Commissioners Court approved updates to project details in the 2018 Bond Program List. Update changes funding based on 2018 Bipartisan Budget Act signed February 2018, in which the remaining amount of the agreement is at full Federal expense. Additionally, negotiations were authorized for materials engineering and testing services in support of this project.

April 7, 2020 - Harris County Commissioners Court authorized to purchase three tracts of land in support of this project

May 14, 2019 – Harris County Commissioners Court approved a $463,180 agreement with an engineering firm for engineering services in support of a project to construct channel conveyance improvements on White Oak Bayou from West Tidwell Road to FM 1960 

December 18, 2018 –  Harris County Commissioners Court authorized the County Judge to execute an amendment to the Flood Control District Project Partnership Agreement with the U.S. Army Corp of Engineers that will allow the Corps to fully reimburse the Flood Control District for any work on the Hunting Bayou federal project after February 9, 2018. Previous partial reimbursements for $53 million in work completed before that date are ongoing and are still subject to annual federal appropriations.

Project description

The White Oak Bayou Federal Flood Damage Reduction Project is a multi-year, $124 million project that will substantially reduce flooding risks along White Oak Bayou. Started in 1998, the project is in partnership with the U.S. Army Corps of Engineers, with the Flood Control District designated as the lead. This partnership, made possible by Section 211(f) of the Water Resources Development Act of 1996, allows the Flood Control District to work hand-in-hand with the federal government to leverage local tax dollars. The project is fully funded to completion.

Construction on this segment began in fall 2020 but came to a halt in May 2022. Construction resumed in January 2023.

E100-00-00-E007

Construction on this segment began in spring 2021 but came to a halt in May 2022. The Flood Control District will advertise for bids under a new project ID E100-00-00-E007 in early 2023, which could allow for construction to begin as early as spring 2023. 

The White Oak Bayou Federal Flood Damage Reduction Project includes:

  • Construction of approximately 15.4 miles of channel conveyance improvements along White Oak Bayou from Cole Creek near West Tidwell Road to F.M.1960;
  • Excavation of six stormwater detention basins to hold almost one billion gallons of stormwater; and
  • Construction of the Jersey Village Bypass Channel (HCFCD Unit E200-00-00), which carries approximately 30 percent of White Oak Bayou flows around the City of Jersey Village during heavy rains.

Many of these projects have been completed. The two remaining segments of the White Oak Bayou Federal Flood Damage Reduction Project (Projects E100-00-00-E005 and E100-00-00-E006, Bond ID: C-17) stretch from Cole Creek upstream to FM 1960. Construction resumed on segment E100-00-E005 (FM1960 to Hollister) in early January 2023. The construction contract for this segment allows for 420 calendar days. The Flood Control District expects to advertise E100-00-00-E006 (Hollister to Cole Creek) for bids early 2023, which could allow for construction to begin as early as spring 2023.

Upon project completion, the Flood Control District estimates that most areas within the limits of the  White Oak Bayou Federal Project will see water surface elevation reductions of 0.64 to 2.49 feet for the 1 percent (100-year) flooding event.
