April 26, 2022 - Harris County Commissioners Court approved an agreement allowing the Flood Control District to encroach into a utility easement to construct a berm and swale in support of this project.

September 28, 2021 – Harris County Commissioners Court authorized CenterPoint Energy to convey a 0.0129-acre drainage easement to the Flood Control District in connection with the Hunting Bayou Channel ROW Phase II project.

May 11, 2021 – Harris County Commissioners Court accepted a Preliminary Engineering Report and authorized the Flood Control District to proceed with design and construction of this project.

October 8, 2019 – Harris County Commissioners Court authorized the acceptance of a $28 million grant from the U.S. Department of Agriculture for the Emergency Watershed Protection Pilot Program, which includes funding in connection with projects on Willow Springs Bayou, HCFCD Unit B112-00-00.

PROJECT DESCRIPTION

This project will construct a stormwater detention basin on Willow Springs Bayou, HCFCD Unit B112-00-00, in the Brookglen area of La Porte. Engineering design and construction will be funded by a U.S. Department of Agriculture grant through the Natural Resources Conservation Service and its Emergency Watershed Protection Pilot Program. Bond ID C-06 will provide additional right-of-way property acquisition.

This stormwater detention basin project was recommended by a feasibility study of the Brookglen area, completed in January 2020. That study – which was funded by the 2018 HCFCD Bond Program, Bond ID CI-021 – investigated flooding problems and evaluated potential solutions to reduce the risk of flooding for as many as 62 homes in the city of La Porte’s Brookglen area. The analysis also determined the need for local drainage improvements to effectively support any flood control project, because of the neighborhood’s ‘bowl’-shaped topography.

Following an October 2020 Bond Program Community Engagement Meeting that took comments from the public, a Preliminary Engineering Report for this project was transmitted to Harris County Commissioners Court in May 2021. This project is now in the Design stage.

Project Lifecycle

Every flood damage reduction project is unique. Yet each project begins and ends, with common and predictable milestones along the way. Whether a project moves forward – and how quickly – depends on many factors, including the availability of funding at each milestone, shifting community priorities for flood damage reduction, and other changing circumstances (such as the price of trees or concrete) from year to year.
