April 5, 2022 – Harris County Commissioners Court authorized an interlocal agreement with the City of Houston and Port of Houston Authority in the amount of $250,000, in support of this project.

September 28, 2021 – Harris County Commissioners Court authorized the Flood Control District to negotiate an agreement with the City of Houston and Port of Houston Authority for a partnership project to provide a Galveston Bay Park study that may result in storm surge protection.

This partnership project with the City of Houston and the Port of Houston is aimed at analyzing the Galveston Bay Park Plan (GBPP), which proposes a regional multi-functional facility providing flood surge protection, recreational opportunities, enhanced environmental conditions, improved operational safety for the Houston Ship Channel and improved fish and wildlife habitat in Galveston Bay. The GBPP was produced by the Severe Storm Prediction, Education and Evacuation from Disaster (SSPEED) Center based out of Rice University.

The final product of the partnership project will be a feasibility analysis evaluating the GBPP, and a proposed framework to go forward with a permit application to construct the GBPP as an integral part of an overall coastal protection system for the Houston area.

The Flood Control District’s contribution of $250,000 for this feasibility analysis comes from the 2018 Bond Program and Bond ID Z-02 for partnership projects with other municipalities, authorities and districts. The City of Houston will lead the analysis.
